His wealth of experience in operations management, process optimization, and risk mitigation makes him an integral leader in the company’s mission to deliver unparalleled value to clients.

Leonard holds a Bachelor of Science in Archaeology with a minor in Statistical Analysis and Geographic Information Systems from Kent State University, Kent, Ohio. His educational background has equipped him with a unique perspective on data analysis, spatial systems, and problem-solving, which he has applied throughout his career.

Under Leonard’s leadership, SETC Pros has developed and maintained a comprehensive operations framework that aligns with industry best practices and regulatory standards. He spearheads initiatives to enhance the company’s workflow efficiency, leveraging technology to streamline processes and ensure robust compliance with federal and financial regulations, including the Bank Secrecy Act (BSA), Anti-Money Laundering (AML) requirements, and OFAC guidelines. Leonard collaborates closely with the executive team, particularly the CFO, to implement strategic decisions supported by sound operational and financial planning. His efforts have enabled SETC Pros to recover over $85 million in tax credits for clients while expanding its offerings to include receivables-based lending programs in partnership with leading financial institutions.

Leonard’s professional journey began at Dominion in 2011, where he rose through the ranks over more than a decade. Most recently, he served as Manager of Gas Infrastructure, a role he held since 2016. In this capacity, Leonard excelled in supervising pipeline replacement programs and ensuring system health. He managed diverse departments, including Design, Closing, Drafting, Mapping, and Synergy/MRP, and was responsible for critical functions such as project management, cost estimation, quality assurance, contractor reimbursement, and permit development.

Recognized as a “Business Unit Champion,” Leonard’s leadership and technical expertise have driven transformative initiatives. He led the development of a payment methodology (PowerPlan), integrated AutoCAD into design workflows, and transitioned the organization’s GIS platform to ESRI from SmallWorld. His innovative communication strategies eliminated thousands of unnecessary emails and improved stakeholder engagement through a project priority system. Notably, Leonard spearheaded the first corporate environmental audit with zero infractions, earning accolades from executive leadership.

Earlier in his tenure, Leonard served as a Designer, managing over 90 pipeline projects simultaneously, and played a pivotal role in capital budgeting and forecasting. His contributions as an Asset Data Management Operator laid the groundwork for his career, as he identified over $1 billion in previously unknown assets and ensured compliance with federal and state regulations.

With over 900 hours of specialized training, national awards, and deep technical expertise in asset management, GIS systems, and gas distribution, Leonard is a forward-thinking leader dedicated to operational excellence.
